Introduction

The Township of Huron-Kinloss Community Services department is seeking the services of a professional custodian for the Lewis Park Washroom facility.

Scope of Work

This service is required between Victoria Day weekend and Thanksgiving, annually. The Custodian Services provided will be, but not limited to the following:

1.    Contracted Custodial Services: Key Tasks & Timelines

    • Daily Washroom Cleaning (Victoria Day to Thanksgiving)
    • Clean men’s, women’s, and splash-pad washrooms daily.
    • Unlock washrooms at 8 AM and lock at 9 PM.
    • Scrub toilets, disinfect surfaces, clean mirrors, and restock supplies (toilet tissue, soap, paper towels).
    • Timeline: Daily, 5–7 hours per week. 

2.    Floor Maintenance

    • Sweep floors daily and mop 3x per week.
    • Post caution/wet floor signs during cleaning. 
    • Timeline: Daily/3x weekly. 

3.    Garbage Management 

    • Check and empty garbage bins daily if over 1/3 full. 
    • Timeline: Daily. 

4.    Seasonal Deep Cleaning (Spring & Fall) 

    • Perform deep cleaning for seasonal opening (Victoria Day) and closing (Thanksgiving).
    • Timeline: 1x in spring, 1x in fall. 

5.    Special Event Cleaning (As Needed) 

    • Provide extra cleaning services for special events.
    • Timeline: As per event schedule. 

6.    Maintenance Reporting (Ongoing) 

    • Report damage, vandalism, plumbing issues, or building maintenance needs to the Parks and Facilities Supervisor. 
    • Post "out of order" signage as needed. 
    • Timeline: As issues arise. 

7.    Supply Management 

    • Stock washrooms with cleaning supplies and ensure PPE (nitrile gloves, rubber gloves, eye protection) is available. 
    • Timeline: Weekly. 

8.    Utility Room Security

    • Ensure the utility room is locked when unattended.
    • Timeline: Ongoing. 

9.    Duration of Agreement

    • Agreement will be in place for 3 years.
    • Either party can terminate the agreement upon 60 days notice.

1.    Provide a brief overview of your company, including relevant experience.

2.    Detail your methodologies for providing professional custodial services.

3.    Highlight the qualifications and experience.

4.    Provide references from previous clients for similar projects.

Introduction

The Township of Huron-Kinloss Community Services department is seeking the services of a professional custodian for the Point Clark Community Centre and the Point Clark Lighthouse Washrooms.

Scope of Work

The Custodian Services provided will be, but not limited to the following:

1.    Hall Rental Management (Weekly, Priority) 

    • Check and manage bookings calendar, open/close hall for renters, and ensure entrances/exits are cleared of snow for rentals.
    • Set up/take down tables and chairs as requested by renters (additional charge applies). 

2.    Weekly Maintenance & Cleaning (Weekly, Priority) 

    • Dust or damp mop floors, clean windows, and disinfect washrooms/kitchens after each function. 
    • Take out garbage on Mondays and ensure the hall is stocked with supplies (cleaning supplies, paper towels, toilet paper, light bulbs, garbage bags/tags). 

3.    Daily Lighthouse Washroom Cleaning (Daily, High Priority, Victoria Day to Thanksgiving) 

    • Clean men’s, women’s, and accessible washrooms daily, including scrubbing toilets, disinfecting surfaces, restocking supplies, and changing feminine hygiene bags. 

4.    General Cleaning & Floor Care (As Needed, Priority Before/After Special Events) 

    • Sweep floors daily, mop 3x a week, and perform deep cleaning the week before Victoria Day and the week after Thanksgiving. 
    • Strip, wax, and buff floors as needed; sweep sand off walkways and foot wash stations. 

5.    Maintenance & Repairs (Ongoing, As Needed) 

    • Perform minor plumbing fixes, change light bulbs, and complete general repairs.
    • Report major building maintenance, plumbing issues, damage, or vandalism to the Parks and Facilities Supervisor. 

6.    Special Event & Seasonal Cleaning (As Needed, Priority) 

    • Provide extra cleaning for special events and ensure deep cleaning is completed during specified weeks. 

7.    Safety & Compliance (Ongoing, Priority) 

    • Post caution/wet floor signs, out-of-order signage, and ensure utility rooms are locked when unattended. 
    • Use appropriate PPE (nitrile gloves, rubber gloves, eye protection) and maintain a safe environment. 

8.    Garbage & Waste Management (Weekly, Priority) 

    • Empty garbage daily if over 1/3 full and monitor large garbage receptacles in Lighthouse Park, reporting when over half full. 

9.    Equipment & System Checks (Ongoing, Priority) 

    • Change batteries on automatic sinks, ensure automatic door timers operate 8 AM–9 PM, and check/report on facility systems. 

10. Documentation & Reporting (Weekly, Priority) 

    • Complete and maintain the maintenance logbook, report issues to the supervisor, and ensure all tasks are documented. 

11. Duration of Agreement

    • Agreement will be in place for 3 years.
    • Either party can terminate the agreement upon 60 days notice.
