Downtown Improvement Program

If you own a property or operate a business within the Township’s Community Improvement Plan (CIP) Project Areas in Lucknow and Ripley (maps available for download on right side), you may apply now for grants to make improvements to your building(s).

The Township is offering three grants this year: Façade and Storefront Sign Improvement Grant Program; Infrastructure Works/Building Restoration and Accessibility Enhancements Program and; Community Energy Efficiency Program. Grant monies are allocated on a first come, first serve basis until funds are depleted. Under each grant program, only one application per property will be considered.

Façade and Storefront Sign Improvement Grant Program

The Township has partnered with Bruce County on this Grant Program, allowing Huron-Kinloss commercial property owners and business owners to access more funding. Interested property owners/businesses must apply through Spruce the Bruce and meet the eligibility criteria outlined in the grant details. Applications for flat storefront signs and standalone signs may be considered by the Township of Huron-Kinloss at a 50:50 funding ratio. Applications accepted through the Perpendicular Storefront Sign and Awning Grant.

Façade Improvement and Sidewalk Patio Grant

This grant matches local cash contributions up to $3,000.00 for projects under $10,000.00 with an additional $1000.00 given to projects over $10,000.00. Applications from the Township of Huron Kinloss communities are eligible to receive up to an additional $3,000.00 matched cash contribution for projects under $10,000 and an additional matching $1,000 for projects over $10,000 from the Township.

For example, a commercial property owner who spends $9,000 on a façade improvement could receive a maximum of $3,000 from Bruce County and $3,000 from the Township of Huron-Kinloss (each stakeholder contributes 1/3 of the project costs). A project that is only $3,000, would be eligible for $1,000 from Bruce County and $1,000 from the Township of Huron-Kinloss.

Perpendicular Storefront Sign and Awning Grant

This grant matches local cash contributions up to $1,000.00. Applications from the Township of Huron Kinloss communities are eligible to receive up to an additional $1000.00 matched cash contribution provided by the Township. For example, a business owner who spends $1200 on a perpendicular sign could receive $400 from Bruce County and $400 from the Township of Huron-Kinloss.

Infrastructure Works/Building Restoration and Accessibility Enhancements Program

This is a Tax Increment Equivalent Grant (TIEG) program to provide tax assistance to private land owners in order to encourage private sector investment in properties and buildings. The TIEG Program will provide tax assistance equal to all or a portion of the municipal property tax increase following the completion of the project owned by a private land owner that has resulted in an increase in the assessed property value. The time period for the TIEG program would be up to 5 years per project or until eligible remediation and redevelopment costs have been offset, whichever comes first.

Projects that 1) bring existing buildings up to current Ontario Building Code standards; or 2) make existing downtown and commercial businesses more accessible through the installation of wheelchair accessible entrances and ramps, would be considered for this Program on a case by case basis.

Eligible projects will include the substantial development, redevelopment, construction or reconstruction of commercial, industrial, and mixed-use buildings/properties that result in a minimum of $100,000 increased in the assessed value of the property. Based on 2016 figures, an improvement which results in a $100,000 increase in assessment value would receive a grant of $705 per year.

Applications must be pre-approved prior to the project start date and a building permit is required.

Community Energy Efficiency Program

To assist commercial property owners with improving their energy efficiency and conservation, the Township would match local cash contributions for eligible improvements up to $3,000. Eligible improvements would include: 1) construction of new green buildings that meet LEED (Leadership in Energy and Environment Design) certification standards; 2) retrofit of existing buildings for energy efficiency (i.e. replacement of light fixtures, replacement of doors, windows, insulation, heating, etc.); and 3) alternative energy generating sources (i.e. rooftop solar panels).
