Zoning By-Law Update for Property Owners and Interested Parties

The Township of Huron-Kinloss is conducting a comprehensive review of its Zoning By-law to ensure it reflects the Township’s new Official Plan and other Provincial or County of Bruce requirements. Zoning By-laws are legal documents that divide the Township into different land-use zones, specifies permitted uses (e.g. residential or commercial) and required standards (e.g. building size and location).

A public drop-in session was held on September 9th, 2017 in order to provide an opportunity for the public to review the first draft of the Zoning By-law and ask questions. Written comments were requested by October 3rd, 2017.
Township staff and the consulting team are in the process of reviewing the 200+ comments submitted and making changes to the Zoning By-law and mapping in response to the input received. Our review is expected to be completed late this fall, with the next draft of the Zoning By-law and mapping anticipated to be released for review and comment early in 2018.

Information will continue to be provided on the Township’s website at, and further notice will be provided when the second draft Zoning By-law is available.
Township staff and the consulting team can respond further to inquiries once this review is complete and second draft by-law is available.

An additional Open House will also be scheduled in 2018 and further notice will be provided.

Winter Road and Sidewalk Clearing Operations

Road and Sidewalk Clearing Operations: We remind residents to ensure garbage and recycling are kept out of the way of snow plow operations. Neither the Township, nor the “Snow Plow Operators”, will be held financially responsible for any damages to a homeowner’s property deemed to be on Township road allowance when performing their daily maintenance operations.

This includes, but is not limited to, damages involving blue boxes, fences, mailboxes, entranceways, and entrance signage. There is no practical way to plow the roads without depositing snow into driveways, and equipment breakdowns and/or delays are inevitable.

Property Tax Bills “Go Paperless”

Effective for 2018, the Township of Huron-Kinloss will offer electronic delivery of property tax bills. By choosing this option, you will no longer receive a paper copy of your bill.

Electronic billing saves administration costs and reduces waste by eliminating the need for paper bills to be printed and mailed to each household in the municipality.

Did you know that Huron-Kinloss has a Police Services Board? They meet four times a year. The 2018 meeting schedule can be found on our website. Meetings are held in Council Chambers at 21 Queen Street, Ripley and are open to the public.

Winter Water Service

Turn Services Off

Home owners are encouraged to have their water service turned off and the lines drained prior to leaving for an extended period of time.  Water Operators will turn water services off/on at no charge.  Call the office two to three days prior for this service.

Running Taps to Keep Water Moving

Running a continuous stream of cold water may help prevent freezing.

Township Policy

The decision to start/stop running a continuous stream of cold water to help prevent the freezing of water service rests with the home owner.  If loss of water service occurs due to freezing, the cost to attempt to thaw the service will be at the homeowner’s expense.  The homeowner shall be responsible to thaw the service line from the building to the municipal water main.

In the event the service line cannot be thawed by the homeowner, the Township will supply and connect a temporary service supply line to the building of an adjacent homeowner, conditional upon approval by both parties.  The temporary service line will remain in place until the frozen line is either thawed by the homeowner or thaws naturally.

The Township shall provide no financial reimbursement to any homeowner.

While the Township understands its commitment to service, and shall take every reasonable measure to provide an uninterrupted flow of water to the homeowner, it is understood the homeowner may experience an extended period of no water service.

Garbage and Recycling Holiday Schedule

Bruce Area Solid Waste Recycling (BASWR) will be observing statutory holidays on Monday December 25th and Monday January 1st. Therefore, garbage collection will move ahead one day to accommodate the holidays (i.e. If you normally have pick-up on Mondays, it will be Tuesday, etc.). The recycling schedule for Huron-Kinloss is not affected.
