Construction Notice - Wheeler St. & Outram St. Reconstruction

The Township of Huron-Kinloss is embarking on a significant infrastructure improvement project affecting Wheeler St. and Outram St in Lucknow. The project, awarded to Lavis Construction Co. Limited, will begin July 15th 2024 and is scheduled for completion by October 2024, weather dependent.

  • Wheeler St. from Stauffer St. to Havelock St.
  • Outram St. from Wheeler St. to Hamilton St.
  • Wheeler St. Bridge between Inglis St. and Stauffer St
• Scope
  • The Wheeler St. segment will feature new water mains, storm sewers, catch basins, asphalt pavement, and concrete curb and gutters from Inglis St. to Havelock St. Additionally, new sidewalks will be installed on the south side of Wheeler St. from Havelock St. to Stauffer St., with the existing north-side sidewalk to be removed.
• Outram St. Improvements
  • This includes new storm sewers, asphalt pavement, concrete curb and gutter, and a sidewalk on the east side from Wheeler St. to Hamilton St., with winter maintenance planned for the new sidewalk section.

Construction Schedule and Impact

Construction will begin the week of July 15th, 2024, and will continue until late October, subject to weather conditions. During this period, Wheeler St. and Outram St. will be restricted to local traffic only. Residents in the affected area are advised to take the following preparatory measures:

• Remove buried irrigation systems or electric pet fences near the road allowance.
• Clearly label recycling bins with house numbers.
• Place garbage and recycling out early on collection days.
• Secure breakable items on shelves inside homes.
• Anticipate short-term water interruptions and driveway access delays.
• Expect airborne dust due to construction activities.
