Council Highlights December 2nd, 2024

The Township of Huron-Kinloss Committee of the Whole meeting was held in Council Chambers at 21 Queen Street in Ripley at 7:00 p.m. Highlights from the meeting include:

Parks and Trails Plan Final Report

The Director of Community Services presented a report to Council on the completed Huron-Kinloss Parks and Trails Plan, which has been underway since May 2024. The Plan incorporates extensive community engagement, including in-person open houses in Lucknow, Ripley, Point Clark, and Heritage Park, as well as an online survey with 325 respondents. A hybrid public presentation showcased conceptual designs for 18 parks, and feedback was sought for potential amenities, including pickleball courts.

Following a special meeting with the Lions Park neighbourhood on November 16, 2024, staff concluded that Lions Park is not suitable for pickleball courts. Instead, the Point Clark Community Centre was identified as a more appropriate location, with updated designs reflecting this change. Grant applications are being prepared to support the project.

The Parks and Trails Plan provides a framework for future decisions regarding capital investments, asset management, and service levels. Staff are finalizing the plan for Council approval in December 2024 and will continue exploring funding opportunities to support long-term goals.

Community Support Policy

Staff presented a report recommending the adoption of a Community Support Policy to establish clear and consistent guidelines for providing in-kind and financial support to community groups and events. Historically, funding requests were handled through direct delegations to Council or by letter during the budget process.

The proposed policy formalizes the application process, eligibility criteria, and staff review, ensuring transparency and consistency. Eligible applications will be brought to Council for approval. The allocation of funds will continue to be determined annually during budget deliberations. A by-law to adopt the policy will be presented to Council for approval.

25 Year Anniversary of Amalgamation Commemorative Video

Council received a report reflecting on the 25th anniversary of the Township of Huron-Kinloss, commemorating its formation in 1999 through the amalgamation of Ripley-Huron, the Township of Kinloss, and the Village of Lucknow. This milestone highlights the Township's progress as a unified community, preserving its rural charm while achieving significant advancements.

Key accomplishments over the past 25 years include the Septic Inspection Program to protect water quality, the extension of Lake Range Drive to improve lakeshore transportation, collaboration through the Pine River Watershed Initiative Network, and the construction and renovation of the Lucknow and Ripley Fire Halls to enhance community safety.

To mark the anniversary, a time capsule-style video was created with local videographer Tom Church, showcasing the Township's journey through interviews, historic photographs, and visuals representing its rural identity. The video, focusing on the themes of past, present, and future, celebrates Huron-Kinloss’s achievements and can be viewed on the Township’s website.

Guided by its principles of inclusiveness, transparency, and kindness, the Township remains committed to its vision: to be a unified, engaged, and caring community that cultivates opportunities and embraces its rural lifestyle.

Building Permit Fees Review

Council reviewed a report proposing adjustments to building permit fees to ensure they align with the anticipated costs of administering and enforcing the Building Code Act. Following a comprehensive review, staff recommended fee increases to better reflect future growth, community needs, and improved service levels.

The proposed adjustments align with fees in neighboring municipalities, such as Ashfield-Colborne-Wawanosh (ACW) and Kincardine. Examples of the changes include increases for a 1,800-square-foot bungalow with an unfinished basement and attached garage (from $2,710 to $4,168), a 6,400-square-foot farm building without livestock (from $1,280 to $1,920), and a 10,000-square-foot livestock facility without liquid manure storage (from $2,500 to $3,500).

Council approved holding a public meeting as required by the Building Code Act to gather feedback. Notice of this meeting will be provided on the municipal website. A by-law to amend the fees will be presented for approval following the public consultation. The adjustments aim to ensure building permit revenues more accurately cover current and future costs.
