Council Highlights February 21st, 2023
The Township of Huron-Kinloss Council meeting was held in Council Chambers at 21 Queen Street in Ripley at 7:00 p.m.
Highlights from the meeting include:
Fire and Emergency Services Strategic Plan presentation
Emergency Management Group Inc. presented a Fire and Emergency Services 10-year Strategic Plan which Council adopted in principle. By adopting this report in principle, staff can use these recommendations to develop short-, medium-, and long-term strategies and recommend various projects and expenditures to Council during future budget deliberations. There is no obligation to implement the recommendations in this report.
Transportation Master Plan presentation
Council was presented the Transportation Master Plan on behalf of Colliers Project Leaders which was adopted in principal. The purpose of this study was to review of various areas such as our road network, facilities, and fleet. It was also intended to provide a roadmap to allow for us to maintain our Level of Service while the Township continues to experience growth. There is no obligation to implement all the recommendations in this report.
EDCO Rural Excellence Award Recipient
Huron-Kinloss Economic Development Department was awarded the Rural Excellence Award at the Economic Developers Council of Ontario on February 9th, 2023. Manager of Strategic Initiatives and Economic Officer accepted the award in Toronto.
NWMO Near-Term Investment Funding Program
Huron-Kinloss Council authorized the execution of the NWMO Near-Term Investment Funding Agreement. The Near-Term Investment fund, totalling $2,000,000 over two years, is intended to be used over the 2023/2024 period. Eligible projects will be brought forward at the budget meeting for Council’s consideration and must meet certain criteria, including but not limited to sustainability, achievability, and benefitting the community at large.

Budget Meeting
A Special Budget meeting was held on Friday February 17th, 2023. Council reviewed the draft 2023 budget and business plans and direction was provided to staff to bring the budget forward with a 4.73% municipal tax rate increase.
The By-Law to adopt the 2023 budget will be considered on March 20th, 2023.
Upcoming Meetings
The next Township of Huron-Kinloss Committee of the Whole meeting is scheduled for 7:00 p.m. on March 6th, 2023. This meeting will be held in Council Chambers at the Municipal Office, 21 Queen Street in Ripley.
