Council Highlights May 22nd 2024
The Township of Huron-Kinloss Council Meeting was held in Council Chambers at 21 Queen Street in Ripley at 7:00 p.m. Highlights from the meeting include:
Delegation of Authority for Tax Relief Applications
The Treasurer presented a report to Council recommending a delegation of authority for Section 357(1)(d.1) of the Municipal Act, 2001. Section 357 allows municipalities to cancel, reduce, or refund taxes if an applicant cannot pay due to sickness or extreme poverty, though it does not define these terms or set evidentiary requirements. The Township doesn't have a policy to handle such applications, which involves collecting sensitive personal information. The Municipal Act allows municipalities to delegate this authority to the Assessment Review Board (ARB), which ensures confidentiality and consistent handling of cases. Council approved the recommendation to delegate this responsibility to the ARB as a proactive measure.
Statement of Investments
The Township’s Investment Policy permits the Treasurer to invest surplus finds in order to maximize the rate of return. The report includes a summary of the current investment portfolio. The investment interest earned in 2023 was $208,697.32, compared to $97,862.24 due to higher yielding investment opportunities.
