Council Highlights November 20th, 2023

The Township of Huron-Kinloss Council meeting was held in Council Chambers at 21 Queen Street in Ripley at 7:00 p.m.

Highlights from the meeting include:

Draft Waste Management By-Law

The Township is proactively addressing its 2024 Garbage Collection Contract and has initiated a Request for Proposal (RFP) process with the following two options:

  • Option 1: Curbside garbage to be collected and disposed of at another licensed landfill.
  • Option 2: Curbside garbage to be collected and disposed of at the Huron Landfill, which is consistent with our previous contracts.

With an eye on the future closure of the Huron Landfill in 2029, Option 1 aims to extend its life, while also addressing staffing challenges outlined in the Environmental Compliance Approval (ECA) from the Ministry.

Staff also presented a draft Waste Management by-law to Council. This update was needed to reflect the current procedures that are in place and will be a critical supporting document for the upcoming garbage collection contract through the RFP process. The Township anticipates proposals by mid-December and plans to present a comprehensive report to Council in January, emphasizing a strategic and environmentally conscious approach to waste management.

Integrity Commissioner

Council passed a By-Law to appoint ‘Principles Integrity’ as the Integrity Commissioner for The Corporation of the Township of Huron-Kinloss for a three year term commencing on January 1, 2024.

Community Emergency Preparedness Grant

The Ontario Government announced it is investing $5 million to small and medium size communities to assist with community emergency preparedness. The Township of Huron-Kinloss is eligible for $5,000- $50,000 funding. Staff have reviewed various options to enhance emergency management services and have selected to apply for standby generators for the Ripley and Kinloss Public Works sheds. Strategic Plan: Blueprint for our Future

Upcoming Meetings

The next Township of Huron-Kinloss Committee of the Whole meeting is scheduled for 7:00 p.m. on Monday, December 4th, 2023. This meeting will be held in Council Chambers at the Municipal Office, 21 Queen Street in Ripley.
