Council Highlights September 4th 2024

The Township of Huron-Kinloss Committee of the Whole meeting was held in Council Chambers at 21 Queen Street in Ripley at 7:00 p.m. Highlights from the meeting include:

B.M. Ross and Associates – Development Charges

B.M. Ross provided an overview of development charges, which are a tool for municipalities to recover the capital costs of infrastructure and services that support growth. Development charges ensure that new growth contributes its fair share, alleviating the burden on existing taxpayers. The updated study recalculates charges based on current population and growth forecasts, while incorporating recent legislative changes, such as the eligibility of growth-related studies for funding and the removal of the phase-in requirement for increased charges. The presentation highlighted potential changes in rural areas of Huron-Kinloss due to new projects, as well as updates to charges in other areas like Lucknow and Ripley. Current provisions, such as exemptions for non-residential development and reduced charges for senior care facilities, will remain in place. Council has authorized a public meeting on Development Charges at the Council meeting on October 16th.

2023-2033 Strategic Plan Public Dashboard

The Township of Huron-Kinloss has launched a new public dashboard as part of the Digital Modernization Roadmap, using Envisio software to track progress on the 2023-2033 Strategic Plan: Blueprint for our Future. This online tool provides updates on the Township's Integrated Master Plan, organized into four key focus areas: embracing the rural lifestyle, enhancing service delivery, preparing for growth, and ensuring financial stability. The dashboard allows residents and Council to easily view quarterly progress updates on the Township’s goals, objectives, and actions, fostering transparency and community engagement. The dashboard is accessible via the Township’s website.

Bruce C Project Notice of Impact Assessment Submission and Comment

Bruce Power has proposed an expansion at the Bruce Power site, known as the Bruce C Nuclear Project, which would add up to 4,800MW of generating capacity. The Township of Huron-Kinloss has received notice of this proposal, and the public comment period is now open until September 12, 2024. The Township encourages residents to submit feedback on the Initial Project Description to the Impact Assessment Agency of Canada (IAAC). Previous Council comments have supported expansion, recognizing the socio-economic benefits of job creation, local economic growth, and nuclear energy’s role in achieving net-zero emissions. The Public Comment period is now open and the deadline for filing comments with the Impact Assessment Agency of Canada (IAAC) on the Initial Project Description is September 12th, 2024, at 11:59 p.m. Comments can be submitted to IAAC via their website Bruce C Nuclear Project or by email at Bruce@iaac-aeic.gc.ca.

The next Township of Huron-Kinloss Council meeting is scheduled for 7:00 p.m. on September 9th, 2024. This meeting will be held in Council Chambers at the Municipal Office, 21 Queen Street in Ripley.
